The new\u00a0member states from Central Europe are catching up in terms of income per capita, with the initially poorer countries growing generally at a faster pace. Convergence in wages\u00a0is an important mean for\u00a0reducing brain drain, which was and still is quite pronounced in some new member states. However, brain drain might have more than simply economic costs.\u00a0The feeling of being \u2018left behind\u2019\u00a0might be one important reason why fundamental elements of open societies and democracies, but also the EU\u2019s fundamental values, are being called into question in several of the new member states.<\/em><\/p>\n<p>On November 6, <strong>Aspen Institute Central Europe<\/strong>\u00a0in cooperation with <a href=\"https:\/\/ceps.eu\/\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>CEPS<\/strong><\/a> (Centre for European Policy Studies) and supported by\u00a0<strong><a href=\"https:\/\/www.erstegroup.com\/en\/home\" target=\"_blank\" rel=\"noopener noreferrer\">Erste Bank<\/a>\u00a0<\/strong>organized an expert conference &#8222;<strong>Smart Strategies to Increase Prosperity and Limit Brain Drain in Central Europe&#8220;<\/strong>. The main aim\u00a0of the event was to\u00a0shed light on\u00a0the important questions and provide guidance on how to balance convergence, democratic values and the process of European integration in the region. The event gathered experts from EU institutions, national representations,\u00a0businesses and civil society\u00a0and\u00a0<strong>resulted in actionable policy conclusion<\/strong>\u00a0that are available <strong>below in the summary<\/strong>.<\/p>\n<p>The conference was opened by a keynote of Commissioner\u00a0<strong>Maro\u0161 \u0160ef\u010dovi\u010d<\/strong> (Vice-President of the European Commission) and representatives of both organizers, <strong>Ivan Hod\u00e1\u010d<\/strong> (Aspen Institute CE) and <strong>Karel Lannoo<\/strong> (CEPS), who tackled the critical issues of the concerning countries.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Looking for smart strategies to limit brain drain? An important discussion with <a href=\"https:\/\/twitter.com\/CEPS_thinktank?ref_src=twsrc%5Etfw\" rel=\"noopener\">@CEPS_thinktank<\/a> <a href=\"https:\/\/twitter.com\/AspenInstCE?ref_src=twsrc%5Etfw\" rel=\"noopener\">@AspenInstCE<\/a>. <a href=\"https:\/\/t.co\/3c3fKikTmo\">pic.twitter.com\/3c3fKikTmo<\/a><\/p>\n<p>&mdash; Maro\u0161 \u0160ef\u010dovi\u010d\ud83c\uddea\ud83c\uddfa (@MarosSefcovic) <a href=\"https:\/\/twitter.com\/MarosSefcovic\/status\/1059807069501640709?ref_src=twsrc%5Etfw\" rel=\"noopener\">November 6, 2018<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>Afterwards, <strong>Stephen Brien<\/strong> of <strong><a href=\"https:\/\/www.li.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">Legatum Institute<\/a><\/strong> presented their\u00a0report <em><a href=\"https:\/\/www.li.com\/activities\/publications\/the-central-and-eastern-europe-prosperity-report-smart-strategies-to-further-improve-economic-and-social-wellbeing\" target=\"_blank\" rel=\"noopener noreferrer\">&#8222;The Central and Eastern Europe Prosperity Report: Smart strategies to further improve economic and social wellbeing&#8220;<\/a><\/em>\u00a0which presented many suggestions\u00a0for improvement and\u00a0served as a basis for the discussion.<\/p>\n<p>The debate consisted of two sessions, first of which <em>&#8222;Smart Strategies to Increase Prosperity in Central Europe&#8220;<\/em>\u00a0chaired by <strong>Karel Lannoo<\/strong> with discussants <strong>Susanna Makela<\/strong> (Microsoft) <strong>Sergiu Manea<\/strong> (Banca Comercial\u0103 Rom\u00e2n\u0103) and <strong>Du\u0161an Chrenek<\/strong> (European Commission, DG AGRI) strove to tailor\u00a0strategies for the region that will help the countries to flourish both economically and socially.<\/p>\n<p>The second session chaired by <strong>Cinzia Alcidi<\/strong> (CEPS) focused on <em>&#8222;Education and Brain Drain&#8220;<\/em>\u00a0and discussed the EU-wide demographic decline which combined with migration causes so called Brain Drain. Among the speakers were <strong>L\u00e1szl\u00f3 Andor<\/strong> (former Commissioner), <strong>Endre Ascsill\u00e1n<\/strong> (GE), <strong>Martina Dlabajov\u00e1\u00a0<\/strong>(MEP), <strong>Rastislav K\u00e1\u010der<\/strong> (Globsec) and <strong>Mihnea Motoc<\/strong> (EPSC).<\/p>\n<p>Closing remarks were made jointly by both organizers\u00a0<strong>Ivan Hod\u00e1\u010d<\/strong>\u00a0and<strong> Cinzia Alcidi<\/strong>\u00a0summarizing the recommendations for the region. This and the effort of all present discussants allowed for a <strong>creation of a comprehensive summary<\/strong>\u00a0that could serve as a starting point for future discussions about the appropriate strategies for Central European countries.
