Ten ve sv\u00e9 studii zhodnotil stav vzd\u011bl\u00e1v\u00e1n\u00ed v \u010cesku jako alarmuj\u00edc\u00ed. \u010cesk\u00fd vzd\u011bl\u00e1vac\u00ed syst\u00e9m je dlouhodob\u011b hrub\u011b podfinancov\u00e1n &#8211; \u010cesko pat\u0159\u00ed v r\u00e1mci OECD k zem\u00edm s absolutn\u011b nejni\u017e\u0161\u00ed m\u00edrou ve\u0159ejn\u00fdch prost\u0159edk\u016f vlo\u017een\u00fdch do vzd\u011bl\u00e1v\u00e1n\u00ed. \u010ce\u0161t\u00ed u\u010ditel\u00e9 jsou nejh\u016f\u0159e placen\u00fdmi u\u010diteli v r\u00e1mci OECD, jejich pr\u016fm\u011brn\u00fd plat odpov\u00edd\u00e1 56% pr\u016fm\u011brn\u00e9ho platu vysoko\u0161kolsky vzd\u011blan\u00e9ho \u010dlov\u011bka. Reforma obsahu vzd\u011bl\u00e1v\u00e1n\u00ed prob\u00edh\u00e1 sp\u00ed\u0161e kosmeticky, struktura zejm\u00e9na st\u0159edo\u0161kolsk\u00e9ho vzd\u011bl\u00e1vac\u00edho syst\u00e9mu kop\u00edruje neexistuj\u00edc\u00ed ekonomickou strukturu &#8211; neodpov\u00edd\u00e1 pot\u0159eb\u00e1m digit\u00e1ln\u00ed \u00e9ry s velk\u00fdmi n\u00e1roky na adaptabilitu jedince na rychl\u00e9 zm\u011bny na pracovn\u00edm trhu.<\/p>\n<p>Za velk\u00fd probl\u00e9m Bohumil Kartous pova\u017euje rozd\u00edly ve v\u00fdsledc\u00edch vzd\u011bl\u00e1v\u00e1n\u00ed mezi jednotliv\u00fdmi regiony, p\u0159i\u010dem\u017e mezi nejohro\u017een\u011bj\u0161\u00ed kraje pat\u0159\u00ed Karlovarsk\u00fd a \u00dasteck\u00fd, a mezi spole\u010densk\u00fdmi vrstvami &#8211; \u00farove\u0148 dosa\u017een\u00e9ho vzd\u011bl\u00e1n\u00ed je st\u00e1le p\u0159\u00edmo z\u00e1visl\u00e1 na statusu rodinn\u00e9ho prost\u0159ed\u00ed d\u011bt\u00ed. P\u0159itom dobr\u00e9 vzd\u011bl\u00e1n\u00ed sni\u017euje riziko chudoby, udr\u017euje sm\u011b\u0159ov\u00e1n\u00ed spole\u010dnosti k liber\u00e1ln\u00ed demokracii a v\u00edru v pr\u00e1vn\u00ed st\u00e1t.<\/p>\n<p>Dal\u0161\u00edm probl\u00e9mem je n\u00edzk\u00e1 kvalita u\u010ditel\u016f. Ta je zp\u016fsobena t\u00edm, \u017ee atraktivita u\u010ditelsk\u00e9 profese odpov\u00edd\u00e1 jej\u00edmu podpr\u016fm\u011brn\u00e9mu platov\u00e9mu ohodnocen\u00ed. P\u0159ibli\u017en\u011b polovina absolvent\u016f pedagogick\u00fdch fakult vol\u00ed jinou kari\u00e9ru z existen\u010dn\u00edch d\u016fvod\u016f. Problematick\u00fd je i v\u00fdb\u011br \u0159editel\u016f \u0161kol, kter\u00fd je \u010dasto zat\u00ed\u017een politizac\u00ed a nepotismem, mal\u00fdm po\u010dtem uchaze\u010d\u016f nebo neodpov\u00eddaj\u00edc\u00ed kvalifikac\u00ed.<\/p>\n<p>Ke zvy\u0161ov\u00e1n\u00ed bari\u00e9r v p\u0159\u00edstupu ke vzd\u011bl\u00e1v\u00e1n\u00ed nav\u00edc p\u0159isp\u00edvaj\u00ed jednotn\u00e9 p\u0159ij\u00edmac\u00ed zkou\u0161ky na st\u0159edn\u00ed \u0161koly a st\u00e1tn\u00ed maturita, u n\u00ed\u017e ka\u017ed\u00fdm rokem nar\u016fst\u00e1 po\u010det ne\u00fasp\u011b\u0161n\u00fdch maturant\u016f. P\u0159itom vstupn\u00ed i v\u00fdstupn\u00ed zkou\u0161ky v adekv\u00e1tn\u00ed form\u011b by mohly velmi efektivn\u011b ovlivnit zp\u016fsob vzd\u011bl\u00e1v\u00e1n\u00ed pozitivn\u00edm sm\u011brem.<\/p>\n<blockquote><p>Doporu\u010den\u00ed vedouc\u00ed ke zlep\u0161en\u00ed situace, kter\u00e1 Kartous p\u0159edkl\u00e1d\u00e1, jsou:<\/p><\/blockquote>\n<ul>\n<li>Vytvo\u0159it jasnou vizi prost\u0159ednictv\u00edm zalo\u017een\u00ed nap\u0159. N\u00e1rodn\u00ed rady pro vzd\u011bl\u00e1v\u00e1n\u00ed, kter\u00e1 by byla sestaven\u00e1 z expert\u016f a vytvo\u0159ila by dlouhodobou koncepci rozvoje.<\/li>\n<li>Zalo\u017eit samostatnou analytickou instituci, kter\u00e1 by \u010deskou vzd\u011bl\u00e1vac\u00ed politiku stav\u011bla na pr\u00e1ci s dostupn\u00fdmi informacemi a daty, je\u017e dok\u00e1\u017eou popsat stav syst\u00e9mu v jeho jednotliv\u00fdch \u010d\u00e1stech a vrstv\u00e1ch.<\/li>\n<li>Zv\u00fd\u0161it investice do vzd\u011bl\u00e1v\u00e1n\u00ed, nap\u0159\u00edklad postupn\u00fdm nav\u00fd\u0161en\u00edm rozpo\u010dtu \u0161kolstv\u00ed o 100 miliard K\u010d do roku 2021.<\/li>\n<li>Vyb\u00edrat \u0159editele \u0161kol transparentn\u011b na z\u00e1klad\u011b skute\u010dn\u00fdch kvalifika\u010dn\u00edch krit\u00e9ri\u00ed, l\u00e9pe je odm\u011b\u0148ovat a posilovat jejich roli pedagogick\u00fdch mana\u017eer\u016f.<\/li>\n<li>Zv\u00fd\u0161it kvalitu u\u010ditel\u016f prost\u0159ednictv\u00edm nav\u00fd\u0161en\u00ed plat\u016f nebo otev\u0159en\u00edm mo\u017enosti st\u00e1t se pedagogick\u00fdm pracovn\u00edkem i absolvent\u016fm vysok\u00fdch \u0161kol, kte\u0159\u00ed nestudovali u\u010ditelstv\u00ed.<\/li>\n<li>Zm\u011bnit obsah a strukturu vzd\u011bl\u00e1v\u00e1n\u00ed tak, aby odpov\u00eddaly technologick\u00fdm, ekonomick\u00fdm i spole\u010densk\u00fdm zm\u011bn\u00e1m. D\u016fraz mus\u00ed b\u00fdt kladen na v\u0161eobecn\u00e9 slo\u017eky vzd\u011bl\u00e1v\u00e1n\u00ed, aby absolventi \u0161kol mohli l\u00e9pe odpov\u00eddat na nov\u00e9 v\u00fdzvy pracovn\u00edho trhu.<\/li>\n<\/ul>\n<p>V pr\u016fb\u011bhu konference m\u011bli \u00fa\u010dastn\u00edci mo\u017enost rozhodnout prost\u0159ednictv\u00edm online hlasov\u00e1n\u00ed o p\u011bti nejd\u016fle\u017eit\u011bj\u0161\u00edch doporu\u010den\u00edch pro vl\u00e1du, kter\u00e1 pova\u017euj\u00ed za kl\u00ed\u010dov\u00e1 pro \u010cR v roce 2018.
