Digitalizace toti\u017e lidem zjednodu\u0161uje \u017eivot. Pro\u010d se ale v\u00a0\u010cesk\u00e9 republice dlouhodob\u011b neda\u0159\u00ed prov\u00e9st efektivn\u00ed digitalizaci ve\u0159ejn\u00e9 spr\u00e1vy? Aspen Institute CE na to hledal odpov\u011b\u010f v\u00a0r\u00e1mci<\/b> <b>debaty, kter\u00e1 se uskute\u010dnila ve st\u0159edu 10. \u0159\u00edjna v\u00a0Brn\u011b. <\/b><\/p>\n<p><span style=\"font-weight: 400;\">Podle pr\u016fzkumu OSN <\/span><i><span style=\"font-weight: 400;\">E-Government Survey 2018<\/span><\/i><span style=\"font-weight: 400;\"> si \u010cesko v oblasti digitalizace st\u00e1tn\u00ed spr\u00e1vy pohor\u0161ilo o \u010dty\u0159i p\u0159\u00ed\u010dky a kleslo na 54. m\u00edsto a ve srovn\u00e1n\u00ed se st\u00e1ty EU si tak\u00e9 nevede \u00fapln\u011b dob\u0159e. Dle indexu <\/span><i><span style=\"font-weight: 400;\">The Digital Economy and Society Index (DESI)<\/span><\/i><span style=\"font-weight: 400;\"> pro 2018, kter\u00fd p\u0159ipravuje Evropsk\u00e1 komise a m\u011b\u0159\u00ed vysp\u011blost digit\u00e1ln\u00ed ekonomiky zem\u00ed EU, jsme se v oblasti digit\u00e1ln\u00edch ve\u0159ejn\u00fdch slu\u017eeb (e-government a e-health) um\u00edstili na 22. p\u0159\u00ed\u010dce, p\u0159i\u010dem\u017e z na\u0161ich soused\u016f si v t\u00e9to oblasti vede h\u016f\u0159 jen Polsko. V po\u010dtu u\u017eivatel\u016f dosavadn\u011b zaveden\u00fdch e-slu\u017eeb se \u010cR um\u00edstila s 15 procenty a\u017e na 26. m\u00edst\u011b z 28 \u010dlensk\u00fdch zem\u00ed.<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">\u201eM\u00e1me radost ze spr\u00e1vn\u00e9ho na\u010dasov\u00e1n\u00ed na\u0161\u00ed debaty &#8211; vl\u00e1da pr\u00e1v\u011b schv\u00e1lila strategii Digit\u00e1ln\u00ed \u010cesko. V\u00a0r\u00e1mci na\u0161\u00ed diskuse se sna\u017e\u00edme zjistit, jak\u00e9 jsou d\u016fvody pomal\u00e9ho zav\u00e1d\u011bn\u00ed elektronizace st\u00e1tn\u00ed spr\u00e1vy v\u00a0\u010cR v komparaci s\u00a0jin\u00fdmi srovnateln\u00fdmi st\u00e1ty,\u201c<\/span><\/i><span style=\"font-weight: 400;\"> vysv\u011btluje d\u016fvody uspo\u0159\u00e1d\u00e1n\u00ed ve\u0159ejn\u00e9 debaty <\/span><b>Ji\u0159\u00ed Schneider<\/b><span style=\"font-weight: 400;\">, v\u00fdkonn\u00fd \u0159editel Aspen Institute CE, a dopl\u0148uje: \u201e<\/span><i><span style=\"font-weight: 400;\">Samoz\u0159ejm\u011b si uv\u011bdomujeme, \u017ee digitalizace p\u0159in\u00e1\u0161\u00ed krom\u011b p\u0159\u00edle\u017eitost\u00ed i celou \u0159adu bezpe\u010dnostn\u00edch rizik, nap\u0159\u00edklad v oblasti uchov\u00e1v\u00e1n\u00ed osobn\u00edch dat v kyberprostoru. Rizikem m\u016f\u017ee b\u00fdt i samotn\u00e9 zapojen\u00ed soukrom\u00e9ho sektoru do kl\u00ed\u010dov\u00e9 IT infrastruktury st\u00e1tu. E-government si proto jist\u011b vy\u017eaduje promy\u0161len\u00e1 \u0159e\u0161en\u00ed.\u201d <\/span><\/i><span style=\"font-weight: 400;\">Z tohoto d\u016fvodu pozval Aspen Institute CE do <\/span><a href=\"https:\/\/www.jic.cz\/\" rel=\"noopener\"><span style=\"font-weight: 400;\">Jihomoravsk\u00e9ho inova\u010dn\u00edho centra<\/span><\/a><span style=\"font-weight: 400;\"> s\u00eddl\u00edc\u00edho v\u00a0Brn\u011b odborn\u00edky, kte\u0159\u00ed se sna\u017eili odpov\u011bd\u011bt na to, jak je mo\u017en\u00e9 otev\u0159\u00edt ve\u0159ejn\u00fd sektor inova\u010dn\u00edmu potenci\u00e1lu soukrom\u00e9ho sektoru, jak \u00fa\u010dinn\u011b \u010delit mo\u017en\u00fdm bezpe\u010dnostn\u00edm rizik\u016fm \u010di jak vybrat nejlep\u0161\u00ed mo\u017en\u00e9 \u0159e\u0161en\u00ed a jeho dodavatele.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">N\u00e1m\u011bstek ministryn\u011b pro m\u00edstn\u00ed rozvoj <\/span><b>V\u00e1clav Nebesk\u00fd<\/b><span style=\"font-weight: 400;\"> v \u00favodu debaty uvedl, \u017ee<\/span><i><span style=\"font-weight: 400;\"> \u201esyst\u00e9m v oblasti IT je v sou\u010dasn\u00e9 dob\u011b rozt\u0159\u00ed\u0161t\u011bn\u00fd, nicm\u00e9n\u011b jsem optimistick\u00fd vzhledem k pr\u00e1v\u011b prob\u00edhaj\u00edc\u00edm syst\u00e9mov\u00fdm krok\u016fm, a to i krok\u016fm vl\u00e1dn\u00edho zmocn\u011bnce pro digitalizaci, Vladim\u00edra Dzurilly\u201c <\/span><\/i><span style=\"font-weight: 400;\">p\u0159i\u010dem\u017e dodal, \u017ee<\/span><i><span style=\"font-weight: 400;\"> \u201cp\u0159ed pl\u00e1nov\u00e1n\u00edm ve\u0159ejn\u00fdch sout\u011b\u017e\u00ed zat\u00edm doch\u00e1z\u00ed pouze k posouzen\u00ed technick\u00fdch parametr\u016f a ceny \u0159e\u0161en\u00ed ze strany hlavn\u00edho architekta, ale bohu\u017eel ne zda je dostupn\u00e1 obdobn\u00e1 sd\u00edlen\u00e1 slu\u017eba, kter\u00e1 by se dala k zam\u00fd\u0161len\u00e9mu \u00fa\u010delu pou\u017e\u00edt. Ale ji\u017e zm\u00edn\u011bn\u00fd soubor dokument\u016f Digit\u00e1ln\u00ed \u010cesko by m\u011bl poskytnout prostor k \u0159e\u0161en\u00ed t\u00e9to problematiky.\u201c<\/span><\/i><\/p>\n<p><i><span style=\"font-weight: 400;\">\u201eV\u00fdb\u011brov\u00e1 \u0159\u00edzen\u00ed v \u010cR d\u00edky sv\u00e9 nep\u0159ehlednosti, zad\u00e1n\u00ed a rozt\u0159\u00ed\u0161t\u011bnosti v podstat\u011b vylu\u010duj\u00ed \u00fa\u010dast mal\u00fdch firem\u201c, <\/span><\/i><span style=\"font-weight: 400;\">uvedl <\/span><b>Dominik Vesel\u00fd<\/b><span style=\"font-weight: 400;\"> ze spole\u010dnosti Ackee, kter\u00e1 je dodavatelem IT \u0159e\u0161en\u00ed mimo jin\u00e9 i pro N\u011bmeck\u00fd spolkov\u00fd sn\u011bm. <\/span><i><span style=\"font-weight: 400;\">\u201eNakonec je pochopiteln\u00e9, \u017ee st\u00e1t \u00fa\u010dast ob\u010dan\u016f, a p\u0159edev\u0161\u00edm firem, na elektronick\u00e9 komunikaci vynucuje. Ov\u0161em elektronick\u00e1 st\u00e1tn\u00ed spr\u00e1va mus\u00ed b\u00fdt konkurenceschopn\u00e1, ne jako nap\u0159. datov\u00e9 schr\u00e1nky, kde je nutn\u00e9 platit poplatky za uchov\u00e1n\u00ed dokumentu dal\u0161\u00edch 30 dn\u00ed, co\u017e je v dne\u0161n\u00ed dob\u011b absurdn\u00ed,\u201c <\/span><\/i><span style=\"font-weight: 400;\">dodal.<\/span><\/p>\n<p><b>Mat\u011bj Petr\u00e1sek<\/b><span style=\"font-weight: 400;\"> ze spole\u010dnosti DigiLion uvedl, \u017ee<\/span><i><span style=\"font-weight: 400;\"> \u201eob\u010das st\u00e1tn\u00ed spr\u00e1va popt\u00e1v\u00e1 zak\u00e1zkov\u00fd v\u00fdvoj nov\u00e9ho syst\u00e9mu, p\u0159itom pot\u0159ebuje poptat pouze standardn\u00ed technologii s drobnou customizac\u00ed\u201c. <\/span><\/i><span style=\"font-weight: 400;\">D\u00e1le p\u0159ibl\u00ed\u017eil jako p\u0159\u00edklad dobr\u00e9 praxe kroky britsk\u00e9 st\u00e1tn\u00ed spr\u00e1vy v posledn\u00edch \u0161esti letech:<\/span><i><span style=\"font-weight: 400;\"> \u201eJako zaj\u00edmav\u00fd spat\u0159uji model, kdy vl\u00e1da nevyhl\u00e1s\u00ed v\u00fdb\u011brov\u00e9 \u0159\u00edzen\u00ed na ur\u010ditou zak\u00e1zku za nejni\u017e\u0161\u00ed cenu, ale pop\u00ed\u0161e sv\u016fj probl\u00e9m a p\u0159edem vyhl\u00e1s\u00ed finan\u010dn\u00ed odm\u011bnu pro n\u011bkolik nejlep\u0161\u00edch \u0159e\u0161itel\u016f. Zajist\u00ed si tak zpravidla nejlep\u0161\u00ed \u0159e\u0161en\u00ed na trhu a p\u0159isp\u00edv\u00e1 k rozvoji mal\u00fdch a st\u0159edn\u00edch podnik\u016f.\u201c<\/span><\/i><\/p>\n<p><i><span style=\"font-weight: 400;\">\u201eObecn\u011bji \u0159e\u010deno, ot\u00e1zkou je, jestli <\/span><\/i><i><span style=\"font-weight: 400;\">od<\/span><\/i> <i><span style=\"font-weight: 400;\">digitalizace<\/span><\/i> <i><span style=\"font-weight: 400;\">ne\u010dek\u00e1me \u0159e\u0161en\u00ed probl\u00e9m\u016f, <\/span><\/i><i><span style=\"font-weight: 400;\">zp\u016fsoben\u00fdch n\u00e1mi samotn\u00fdmi. Prob\u00edhaj\u00ed v\u016fbec procesy st\u00e1tn\u00ed spr\u00e1vy, kter\u00e9 se maj\u00ed digitalizovat, spr\u00e1vn\u011b<\/span><\/i><i><span style=\"font-weight: 400;\"> a efektivn\u011b<\/span><\/i><i><span style=\"font-weight: 400;\">?\u201c, <\/span><\/i><span style=\"font-weight: 400;\">ptal se <\/span><b>V\u00edt Cvr\u010dek<\/b><span style=\"font-weight: 400;\"> ze spole\u010dnosti Gordic. <\/span><i><span style=\"font-weight: 400;\">\u201eZ d\u0159\u00edv\u011bj\u0161\u00edho p\u016fsoben\u00ed m\u00e1m <\/span><\/i><i><span style=\"font-weight: 400;\">nap\u0159\u00edklad<\/span><\/i><i><span style=\"font-weight: 400;\"> zku\u0161enost<\/span><\/i> <i><span style=\"font-weight: 400;\">s digitalizac\u00ed matri\u010dn\u00ed agendy. Pro tuto z\u00e1sadn\u00ed a <\/span><\/i><i><span style=\"font-weight: 400;\">z povahy v\u011bci <\/span><\/i><i><span style=\"font-weight: 400;\">identickou \u010dinnost po\u017eadoval ka\u017ed\u00fd ze sedmi krajsk\u00fdch \u00fa\u0159ad\u016f, se kter\u00fdmi j<\/span><\/i><i><span style=\"font-weight: 400;\">s<\/span><\/i><i><span style=\"font-weight: 400;\">m<\/span><\/i><i><span style=\"font-weight: 400;\">e<\/span><\/i><i><span style=\"font-weight: 400;\"> spolupracoval<\/span><\/i><i><span style=\"font-weight: 400;\">i<\/span><\/i><i><span style=\"font-weight: 400;\">, trochu jin<\/span><\/i><i><span style=\"font-weight: 400;\">\u00e9<\/span><\/i><i><span style=\"font-weight: 400;\"> formul\u00e1\u0159<\/span><\/i><i><span style=\"font-weight: 400;\">e<\/span><\/i><i><span style=\"font-weight: 400;\">.<\/span><\/i><i><span style=\"font-weight: 400;\"> Pro\u010d?<\/span><\/i><span style=\"font-weight: 400;\">\u201c <\/span><\/p>\n<p><b>Radim Pol\u010d\u00e1k<\/b><span style=\"font-weight: 400;\"> z \u00dastavu pr\u00e1va a technologi\u00ed Masarykovy stru\u010dn\u011b popsal zav\u00e1d\u011bn\u00ed syst\u00e9mu sout\u011b\u017een\u00ed st\u00e1tn\u00edch zak\u00e1zek od 90. let do dne\u0161ka, p\u0159i\u010dem\u017e se dnes zak\u00e1zky zad\u00e1vaj\u00ed \u010dasto firm\u00e1m, kter\u00e9 usp\u011bly na trhu, ale \u010dasto <\/span><i><span style=\"font-weight: 400;\">\u201cne proto, \u017ee jsou dobr\u00e9, ale proto\u017ee maj\u00ed dlouh\u00e9 prsty.\u201d<\/span><\/i><span style=\"font-weight: 400;\"> Efekt vendor lock-in je pak nej\u010dast\u011bj\u0161\u00ed pr\u00e1v\u011b u ve\u0159ejn\u00fdch zak\u00e1zek na dod\u00e1vky informa\u010dn\u00edch syst\u00e9m\u016f. K ot\u00e1zce, zda na\u0161e legislativa nebrzd\u00ed elektronizaci st\u00e1tn\u00ed spr\u00e1vy dodal, \u017ee <\/span><i><span style=\"font-weight: 400;\">\u201clegislativa elektronizaci nebr\u00e1n\u00ed, jsou to jen drobn\u00e9 kroky, \u00fakony, kter\u00e9 situaci komplikuj\u00ed, jako nap\u0159. institut kvalifikovan\u00e9ho podpisu v z\u00e1kon\u011b o slu\u017eb\u00e1ch<\/span><\/i> <i><span style=\"font-weight: 400;\">vytv\u00e1\u0159ej\u00edc\u00edch d\u016fv\u011bru pro elektronick\u00e9 transakce\u201d, <\/span><\/i><span style=\"font-weight: 400;\">d\u00edky kter\u00fdm se pak elektronizace zav\u00e1d\u011bt ned\u00e1, nebo jej\u00ed implementace mus\u00ed b\u00fdt prov\u00e1zena \u010detn\u00fdmi v\u00fdjimkami. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">V r\u00e1mci debaty se tak\u00e9 prob\u00edralo, zda si m\u016f\u017ee st\u00e1tn\u00ed spr\u00e1va vz\u00edt p\u0159\u00edklad ze soukrom\u00e9ho sektoru, zda se m\u016f\u017ee pou\u010dit z korpor\u00e1tu, kter\u00fd tak\u00e9 mus\u00ed outsorcovat a naj\u00edmat extern\u00ed konzultanty. <\/span><b>Ond\u0159ej <\/b><b>\u0160t\u00e1hlavsk\u00fd<\/b><span style=\"font-weight: 400;\"> ze spole\u010dnosti Fortinet uvedl, \u017ee \u201e<\/span><i><span style=\"font-weight: 400;\">existuje mnoho iniciativ, kdy soukrom\u00fd sektor se st\u00e1tn\u00ed a ve\u0159ejnou spr\u00e1vou spolupracuje, a nab\u00edz\u00ed j\u00ed podporu. Z\u00e1kladem ale je, aby se st\u00e1tn\u00ed sektor spolupr\u00e1ce se soukrom\u00fdm sektorem d\u00edky legislativ\u011b nemusel b\u00e1t.<\/span><\/i><span style=\"font-weight: 400;\">\u201c K tomu doplnil, \u017ee \u201e<\/span><i><span style=\"font-weight: 400;\">st\u00e1t m\u00e1 fungovat jako soukrom\u00e9 firmy v tom smyslu, \u017ee by m\u011bl m\u00edt centralizovanou n\u00e1kupn\u00ed organizaci, kde pracuj\u00ed profesion\u00e1ln\u00ed n\u00e1kup\u010d\u00ed, podobn\u011b jako je to v \u0159ad\u011b jin\u00fdch zem\u00ed nebo organizac\u00edch, nap\u0159\u00edklad v NATO, kter\u00e9 pro tyto \u00fa\u010dely z\u0159\u00eddilo agenturu NAMSA.<\/span><\/i><span style=\"font-weight: 400;\">\u201c<\/span><\/p>\n<p><b>Ji\u0159\u00ed \u010cern\u00fd<\/b><span style=\"font-weight: 400;\">, \u0159editel pro pr\u00e1vn\u00ed z\u00e1le\u017eitosti Microsoftu uvedl, \u017ee je t\u011b\u017ek\u00e9 srovn\u00e1vat korpor\u00e1tn\u00ed prost\u0159ed\u00ed a ve\u0159ejnou spr\u00e1vu, proto\u017ee <\/span><i><span style=\"font-weight: 400;\">\u201ejsou to jednodu\u0161e rozd\u00edln\u00e9 sv\u011bty. Pravomoce a kompetence, zp\u016fsob<\/span><\/i> <i><span style=\"font-weight: 400;\">rozhodov\u00e1n\u00ed se li\u0161\u00ed. Je to pouze o odvaze a politick\u00e9 podpo\u0159e, proto\u017ee ve st\u00e1tn\u00ed spr\u00e1v\u011b kvalitn\u00ed experti jsou.\u201c<\/span><\/i><\/p>\n<p><b>Jan Tom\u00ed\u0161ek<\/b><span style=\"font-weight: 400;\"> z ROWAN LEGAL dodal, \u017ee i sou\u010dasn\u00e1 legislativa a procesy nab\u00edz\u00ed prostor pro f\u00e9rov\u00e9 a funk\u010dn\u00ed nastaven\u00ed vztah\u016f mezi z\u00e1kazn\u00edkem z ve\u0159ejn\u00e9 spr\u00e1vy a dodavatelem IT \u0159e\u0161en\u00ed. \u201c<\/span><i><span style=\"font-weight: 400;\">Jednou z cest m\u016f\u017ee b\u00fdt zalo\u017eit smlouvy na metodice agiln\u00edho v\u00fdvoje, tzn. zafixovat r\u00e1mcov\u00e9 zad\u00e1n\u00ed s pevn\u00fdm rozpo\u010dtem a n\u00e1sledn\u011b pr\u016fb\u011b\u017en\u011b akceptovat v\u00fdsledky a up\u0159es\u0148ovat po\u017eadavky. Zad\u00e1n\u00ed se podle v\u00fdvoje zpravidla m\u011bn\u00ed, proto je t\u00e9m\u011b\u0159 nemo\u017en\u00e9 definovat ho ji\u017e na za\u010d\u00e1tku do \u00fapln\u00e9ho detailu. Tyto zm\u011bny v\u0161ak vy\u017eaduj\u00ed \u0161ir\u0161\u00ed kompetence a ji\u017e zmi\u0148ovanou odvahu<\/span><\/i><span style=\"font-weight: 400;\">\u201d uvedl Jan Tom\u00ed\u0161ek.<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">\u201eOd koleg\u016f z praxe v\u00edm, \u017ee ve st\u00e1tn\u00ed spr\u00e1v\u011b a samospr\u00e1v\u011b doch\u00e1z\u00ed ob\u010das k z\u00e1sadn\u00edmu nepochopen\u00ed. I kdy\u017e se z\u0159\u00edd\u00ed nov\u00e1 role pro agendu digitalizace, nov\u011b vytvo\u0159en\u00e1 funkce zpravidla nem\u00e1 pot\u0159ebn\u00e9 kompetence, jen povinnosti a \u00fakoly,\u201c <\/span><\/i><span style=\"font-weight: 400;\">uvedla <\/span><b>Barbora B\u00fchnov\u00e1<\/b><span style=\"font-weight: 400;\"> z Fakulty informatiky Masarykovy univerzity. K ot\u00e1zce rizik spojen\u00fdch se zav\u00e1d\u011bn\u00edm digitalizace pak dodala:<\/span><i><span style=\"font-weight: 400;\"> \u201eHlavn\u00edm probl\u00e9mem nen\u00ed, jestli digitalizaci chceme nebo ne, ale skute\u010dnost, \u017ee ne\u0159e\u0161\u00edme sou\u010dasn\u011b bezpe\u010dnost.
