Kostiantyn Turchak

KOSTIANTYN TURCHAK is an international government relations professional working at the intersection of policy, business, and systemic reform. Over the past decade, he has studied, worked, and led initiatives across eight countries, building organizations from the ground up and contributing to national-level economic reforms in Ukraine. He has worked closely with government institutions, international partners, and private-sector stakeholders, including leading strategic communications during a period shaped by war and institutional transformation. His work includes advancing Ukraine’s economy and in particular critical minerals agenda, representing Ukrainian titanium producers in the United States, and designing cross-border advocacy networks that influence policy and investment decisions. He focuses on navigating complex environments where geopolitical pressure, institutional fragility, and competing interests require disciplined, values-based leadership. Kostiantyn is currently co-founding Hidden State, an AI-driven platform designed to map political actors and power dynamics to improve transparency and decision-making. He is also part of Harvard’s Ukraine Rebuilding program, where he develops the scalable socio-economic models for post-war reconstruction.
